본 개시는 IoT(Internet of Things) 기술을 이용하여 4세대(4G) 시스템보다 높은 데이터 송신률을 지원하는 5세대(5G) 통신 시스템을 융합하는 통신 방법 및 시스템에 관한 것이다. 본 개시는 스마트 홈, 스마트 빌딩, 스마트 시티, 스마트 카, 커넥티드 카, 헬스 케어, 디지털 교육, 스마트 소매, 보안 및 안전 서비스와 같은 5G 통신 기술 및 IoT 관련 기술에 기반한 지능형 서비스에 적용될 수 있다. URC-ID(User Equipment(UE) Radio Capability(URC) Identification) 할당 절차를 처리하는 방법이 제공된다. 방법은 UCMF(UE Radio Capability Management Function)가 AMF(Access and Mobility Management Function) 또는 MME(Mobility Management Entity)로부터 UE의 URC 정보에 상응하는 URC-ID를 할당하기 위한 요청을 수신하는 단계; UCMF가 URC 정보가 제1 포맷 및 제2 포맷 중 적어도 하나로 수신되는지를 결정하는 단계; 및 UCMF가, a) URC 정보 중 하나가 제1 및 제2 포맷 모두로 수신되고, b) URC 정보가 제1 포맷으로 수신되며 제1 포맷의 URC 정보가 UCMF와 연관된 데이터베이스에서 이용 가능하다는 결정에 응답하여 URC-ID를 할당하고, 각각의 URC ID를 UE에 할당하기 위한 요청을 수락하는 단계, 및 a) URC 정보가 제1 및 제2 포맷 모두에서 수신되지 않고, b) URC 정보가 제1 포맷으로만 수신되며 제1 포맷의 URC 정보가 UCMF와 연관된 데이터베이스에서 이용 가능하지 않다는 결정에 응답하여 URC-ID를 할당하기 위한 요청을 거부하는 단계 중 하나를 수행하는 단계를 포함한다. The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A method of handling a User Equipment (UE) Radio Capability (URC) Identification (URC-ID) assignment procedure is provided. The method comprises: receiving, by a UE radio Capability Management Function (UCMF), a request for assigning a URC-ID corresponding to a URC information of a UE from an Access and Mobility Management Function (AMF) or a Mobility Management Entity (MME); determining, by the UCMF, whether the URC information is received in at least one of a first format and a second format; and performing, by the UCMF, one of: accepting the request for assigning the URC-ID in response to determining one of a) the URC information is received in both the first and the second formats, and b) the URC information is received in the first format and the URC information in the first format is available in a database associated with the UCMF, and assigning the respective URC ID to the UE, and rejecting the request for assigning the URC-ID in response to determining a) the URC information is not received in both the first format and the second format, and b) the URC information is received only in the first format and the URC information in the first format is not available in the database associated with the UCMF.
