The present invention relates to a monitoring device and a vehicle having the same. The monitoring device provided in the vehicle may include: a camera for obtaining an image; an image display unit for displaying the image; a tilting control unit for adjusting the tilting angle of the camera; and a control unit for recognizing the brightness of a first image displayed on the image display unit, controlling the tilting control unit to adjust the tilting angle of the camera when the recognized brightness is greater than or equal to the reference value, and controlling the tilting angle of the camera so that the tilting angle of the camera is adjusted to an initial tilting angle when the brightness of a second image displayed on the image display unit is less than or equal to the limit value. 본 발명의 모니터링 장치 및 그를 가지는 차량에 관한 것이다. 차량에 마련되는 모니터링 장치는, 영상을 획득하는 카메라; 영상을 표시하는 영상 표시부; 카메라의 틸팅 각도를 조절하는 틸딩 조절부; 영상 표시부에 표시되는 제1영상의 밝기를 인식하고 인식한 밝기가 기준값 이상이면 카메라의 틸팅 각도가 조절되도록 틸팅 조절부를 제어하고, 카메라의 틸팅 각도를 조절한 후 영상 표시부에 표시되는 제2영상의 밝기가 제한값 이하이면 카메라의 틸팅 각도가 초기 틸팅 각도로 조절되도록 틸팅 조절부를 제어하는 제어부를 포함한다.
