A radio resource allocation method and apparatus are disclosed. The resource allocation method according to an embodiment includes the steps of: receiving beam reception strength measurement information from a terminal; determining a terminal-centered beam group and a candidate beam group based on the measurement information; and performing radio resource scheduling on the terminal based on the terminal-centered beam group and the candidate beam group. The terminal-centered beam group includes beams used for communication of the terminal.
