A method for manufacturing a heat insulation plate glass according to one embodiment of the present invention, comprises: a step of applying and curing a first heat insulating paint composition containing ceramic powder to a surface of a glass plate to form a first heat insulating layer; and a step of applying and curing a second heat insulating paint composition having a higher content of ceramic powder than the first insulating paint composition on the surface of the first insulating layer to form a second insulating layer. According to the present invention, ceramic powder particles can be intensively disposed on the surface of the glass plate, the heat insulation efficiency can be further increased. 본 발명의 일 실시예에 따른 단열판유리 제조방법에 있어서, 세라믹 분말을 함유한 제1단열도로조성물을 판유리의 표면에 도포 및 경화하여 제1단열층을 형성하는 단계; 및 제1단열도로조성물보다 세라믹 분말의 함량이 더 높은 제2단열도료조성물을 제1단열층의 표면에 도포 및 경화하여 제2단열층을 형성하는 단계를 포함한다.
