Disclosed is a floating hydrogen producing and managing system. The floating hydrogen producing and managing system according to one aspect of the present invention comprises: a first storage tank arranged on a first floating offshore structure to accommodate liquefied natural gas (LNG) and boil-off gas (BOG) occurring therefrom; a reformer installed on the first floating offshore structure to receive at least one of gasified natural gas and BOG from the first storage tank and produce hydrogen; a re-gasification line having a gasification device for re-gasifying liquefied natural gas in the first storage tank and supplying the gasified natural gas to the reformer; an inert gas generator (EGG) device separating nitrogen and oxygen from air and then discharging the same; and a fuel cell unit receiving hydrogen from the reformer and oxygen from the IGG device to generate electricity, thereby supplying the same to a demand for electricity on the ground. Accordingly, a liquefied gas regasification device is used to reform methane contained by natural gas and produce hydrogen. 본 발명의 부유식 수소 생산 및 관리 시스템이 개시된다. 본 발명의 일 측면에 따르면, 제1 부유식 해상 구조물에 마련되고 액화천연가스 및 이로부터 발생하는 증발가스를 수용하는 제1 저장탱크; 제1 부유식 해상 구조물에 설치되어 제1 저장탱크로부터 기화된 천연가스 및 증발가스 중 적어도 하나를 공급받아 수소를 생산하는 개질기; 제1 저장탱크의 액화천연가스를 재기화시키는 기화기를 구비하고, 기화된 천연가스를 개질기로 공급하는 재기화 라인; 공기로부터 질소와 산소를 분리하여 배출하는 IGG장치; 및 개질기로부터 수소를 공급받고 IGG장치로부터 산소를 공급받아 전기를 생산하여 육상의 전기 수요처로 공급하는 연료전지유닛;을 포함하는 부유식 수소 생산 및 관리 시스템이 제공될 수 있다.
