The present invention relates to a method for preparing a polyurethane foam composition with improved productivity. The method includes the steps of: mixing and agitating a polysiloxane precursor, oxyalkylene precursor, solvent and a catalyst to prepare an oxyethylene-modified polysiloxane surfactant; and subjecting a solution containing the polysiloxane surfactant to complex salt formation with water to stabilize active groups of the catalyst, wherein the surfactant is represented by chemical formula 1.
