Disclosed are a method and an apparatus for transmitting and receiving data for guaranteeing a user transmission rate in a multi-connection environment, wherein a terminal simultaneously receives data from one or more base stations based on 5G new radio (NR). An objective of the present invention is to maximize a network capacity while satisfying minimal quality.
