Summary:Disclosed are a method and an apparatus for transmitting and receiving data for guaranteeing a user transmission rate in a multi-connection environment, wherein a terminal simultaneously receives data from one or more base stations based on 5G new radio (NR). An objective of the present invention is to maximize a network capacity while satisfying minimal quality. The method for transmitting and receiving data for guaranteeing a user transmission rate in a multi-connection environment is executed by a base station connected to a user terminal via a mobile communication network and comprises: a step of classifying a plurality of base stations around a user terminal and user terminals allowing multi-connection transmission; a step of assigning first transmission power through cooperation with surrounding base stations to include a user terminal with the most dual-connection transmission among the user terminals classified as allowing multi-connection transmission; and a step of assigning second transmission power remaining in accordance with the assigned first transmission power to maximally accommodate user terminals for single-connection transmission. 5G NR(new radio) 기반에서 단말이 하나 이상의 기지국들로부터 동시에 데이터를 수신하는 다중 연결 상황에서 사용자 전송률을 보장하는 데이터 송수신 방법 및 장치가 개시된다. 데이터 송수신 방법은, 이동 통신 네트워크를 통해 사용자 단말과 연결된 기지국에 의해 실행되는 다중 연결 환경에서 사용자 전송률을 보장하는 데이터 송수신 방법으로서, 사용자 단말 주변의 복수의 기지국들과 다중 연결 전송을 허용하는 사용자 단말을 분류하는 단계, 다중 연결 전송의 허용으로 분류된 사용자 단말 중 최대한 많은 이중 연결 전송의 사용자 단말을 포함하도록 주변 기지국들과의 협력을 통해 제1 송신 전력을 할당하는 단계, 및 할당된 제1 송신 전력에 따라 남겨지는 제2 송신 전력을 단일 연결 전송 대상의 사용자 단말을 최대로 수용하도록 할당하는 단계를 포함한다.
