Summary:The present disclosure relates to a communication technique for merging, with IoT technology, a 5G communication system for supporting a data transmission rate higher than that of a 4G system and a system thereof. The present disclosure can be applied to intelligent services (for example, smart homes, smart buildings, smart cities, smart cars or connected cars, healthcare, digital education, retail, security- and safety-related services, and the like) on the basis of 5G communication technology and IoT-related technology. The invention of the disclosure presents a method for effectively managing an HARQ process for satellite communication or V2X communication. The method includes the steps of: receiving higher layer signaling including one or more scaling index values from a base station; receiving, from the base station, control information including information indicating one of the one or more scaling index values; receiving downlink data from the base station; checking a transport block size (TBS) of the downlink data based on the one scaling index value; and performing decoding of the downlink data based on the confirmed TBS. 본 개시는 4G 시스템 이후 보다 높은 데이터 전송률을 지원하기 위한 5G 통신 시스템을 IoT 기술과 융합하는 통신 기법 및 그 시스템에 관한 것이다. 본 개시는 5G 통신 기술 및 IoT 관련 기술을 기반으로 지능형 서비스 (예를 들어, 스마트 홈, 스마트 빌딩, 스마트 시티, 스마트 카 혹은 커넥티드 카, 헬스 케어, 디지털 교육, 소매업, 보안 및 안전 관련 서비스 등)에 적용될 수 있다. 본 개시의 발명은 위성 통신 또는 V2X 통신을 위한 HARQ process를 효과적으로 관리하는 방법을 제안한다.
