Summary: | The present disclosure relates to a communication technique for merging, with IoT technology, a 5G communication system for supporting a data transmission rate higher than that of a 4G system and a system thereof. The present disclosure can be applied to intelligent services (for example, smart homes, smart buildings, smart cities, smart cars or connected cars, healthcare, digital education, retail, security- and safety-related services, and the like) on the basis of 5G communication technology and IoT-related technology. The invention of the disclosure presents a method for effectively managing an HARQ process for satellite communication or V2X communication. The method includes the steps of: receiving higher layer signaling including one or more scaling index values from a base station; receiving, from the base station, control information including information indicating one of the one or more scaling index values; receiving downlink data from the base station; checking a transport block size (TBS) of the downlink data based on the one scaling index value; and performing decoding of the downlink data based on the confirmed TBS.
