The present invention relates to a cement mortar composition comprising cement, 20 to 80 parts by weight of water with respect to 100 parts by weight of the cement, and 100 to 250 parts by weight of sand and waste glass powder with respect to100 parts by weight of the cement; and a cement concrete composition using the same. According to the present invention, since waste glass bottles and others can be used again in industrial sites, industrial costs and production costs can be greatly reduced. Also, since the waste glass is not scrapped, environmental pollution can be suppressed, and resources can be saved. 본 발명은, 시멘트, 상기 시멘트 100중량부에 대하여 물 20∼80중량부, 상기 시멘트 100중량부에 대하여 모래 및 폐유리 분말 100∼250중량부를 포함하는 시멘트 모르타르 조성물 및 이를 이용한 시멘트 콘크리트 조성물에 관한 것이다. 본 발명에 의하면, 폐유리병 등을 다시 산업 현장에서 사용할 수 있게 됨에 따라 산업 비용 및 생산 비용을 크게 절감할 수 있고, 폐유리를 폐기하지 않음으로써 환경 오염을 억제할 수 있고, 자원 절약도 가능할 수 있다.
