The present invention relates to a device for collecting an object to be treated, and specifically, to a collecting device and a collecting method, wherein the collecting device includes: a body unit that has an inlet and an outlet and includes a passage through which a fluid is movable; a spray unit installed in the body unit to spray collected water toward the outlet; and a guide unit installed on the body unit to rotate at least a part of the body unit in response to the flow of external air.
