The present invention relates to a cosmetic composition for improving skin moisture containing hydrolyzed rice protein and to a manufacturing method thereof, and more particularly, to a cosmetic composition having an effect of improving skin moisture by extracting the hydrolyzed rice protein from rice and the manufacturing method thereof, wherein the cosmetic composition according to the present invention significantly improves moisture retention without irritation to the skin, and also the manufacturing method according to the present invention provides an optimal manufacturing process for the cosmetic composition containing the rice protein. 본 발명은 하이드롤라이즈드쌀단백질을 포함하는 화장료 조성물 및 이의 제조방법에 관한 것으로, 보다 상세하게는 쌀로부터 하이드롤라이즈드쌀단백질을 추출하여 피부 수분 개선 효과를 가지는 화장료 조성물 및 이의 제조방법에 관한 것이고, 본 발명에 의한 화장료 조성물은 피부에 대한 자극없이 수분 유력을 현저하게 향상시킬 뿐 아니라, 본 발명에 의한 제조방법은 쌀단백질 함유 화장료 조성물의 최적의 제조공정을 제공한다.
