The present disclosure can be applied to intelligent services based on 5G communication technology and IoT-related technology (for example, a smart home, a smart building, a smart city, a smart car or connected car, healthcare, digital education, retail business, security and safety-related services and the like). According to the present invention, disclosed is a method of minimizing a handover delay of a terminal and minimizing a handover failure probability in a mobile communication system. 본 개시는 4G 시스템 이후 보다 높은 데이터 전송률을 지원하기 위한 5G 통신 시스템을 IoT 기술과 융합하는 통신 기법 및 그 시스템에 관한 것이다. 본 개시는 5G 통신 기술 및 IoT 관련 기술을 기반으로 지능형 서비스 (예를 들어, 스마트 홈, 스마트 빌딩, 스마트 시티, 스마트 카 혹은 커넥티드 카, 헬스 케어, 디지털 교육, 소매업, 보안 및 안전 관련 서비스 등)에 적용될 수 있다. 본 발명은 이동 통신 시스템에서 단말의 핸드오버 지연을 최소화하고 핸드오버 실패 가능성을 최소화하는 방법을 개시한다.
