세션 관리 네트워크 요소 간의 핸드오버를 구현하기 위한 통신 방법, 장치 및 시스템이 제공된다. 본 출원에서는, 타겟 중간 세션 관리 네트워크 요소에 대한 정보를 획득한 후, 이동성 관리 네트워크 요소는 소스 세션 관리 네트워크 요소에 대한 정보를 타겟 세션 관리 네트워크 요소로 전송한다. 소스 세션 관리 네트워크 요소에 대한 정보를 획득한 후, 타겟 세션 관리 네트워크 요소는 소스 세션 관리 네트워크 요소에 대한 정보에 기초하여 소스 세션 관리 네트워크 요소에 제1 메시지를 전송한다. 타겟 중간 세션 관리 네트워크 요소로부터 제1 메시지를 수신한 후, 소스 세션 관리 네트워크 요소는 제1 메시지에 기초하여 포워딩 터널을 설정하도록 소스 중간 사용자 평면 네트워크 요소에 지시한다. 본 출원의 방식에 따르면, 소스 중간 사용자 평면 네트워크 요소와 타겟 중간 사용자 평면 네트워크 요소 사이에 포워딩 터널이 설정되어 소스 중간 사용자 평면 네트워크 요소가 타겟 중간 사용자 평면 네트워크 요소로 데이터를 전달할 수 있고, 이로써 포워딩 터널을 통해 타겟 중간 세션 관리 네트워크 요소에서 소스 세션 관리 네트워크 요소로의 핸드오버를 구현하고, 세션을 유지하고, 단말 장치의 서비스 연속성을 보장할 수 있다. A communications method, apparatus, and system are provided, to implement handover between session management network elements. In this application, after obtaining information about a target intermediate session management network element, a mobility management network element sends information about a source session management network element to a target session management network element. After obtaining the information about the source session management network element, the target session management network element sends a first message to the source session management network element based on the information about the source session management network element. After receiving the first message from the target intermediate session management network element, the source session management network element indicates, based on the first message, a source intermediate user plane network element to establish a forwarding tunnel. According to the manners in this application, the forwarding tunnel between the source intermediate user plane network element and a target intermediate user plane network element is established, so that the source intermediate user plane network element can forward data to the target intermediate user plane network element through the forwarding tunnel, to implement handover from the target intermediate session management network element to the source session management network element, maintain a session, and ensure service continuity of a terminal device.
