The present invention relates to an apparatus and a method for detecting motion based on a video compression bitstream. The apparatus comprises: a reference probability calculating unit which calculates a reference probability of bit value 1 per byte for a reference image encoded with a binary code; a receiving unit for receiving a bitstream of image data; a motion detection value calculating unit for calculating average probabilities of bit value 1 per byte in a frame unit from the received bitstream; and a control unit which generates a histogram by deriving an average probability in which the number of bit value 1 per byte is 0 among the calculated average probabilities of bit value 1 per byte, and performs masking on the generated histogram according to a threshold value to detect a frame with a motion. Therefore, the frame with motion can be detected more quickly and accurately. 본 발명은 동영상 압축 비트스트림 기반의 움직임 검출 장치에 관한 것으로, 이진화 코드로 인코딩된 기준 영상에 대한 바이트 당 비트값 1의 기준 확률을 산출하는 기준 확률 산출부, 영상 데이터의 비트스트림(bitstream)을 수신하는 수신부, 상기 수신된 비트스트림으로부터 상기 프레임 단위로, 바이트 당 비트 값 1의 평균 확률을 산출하는 움직임 검출값 산출부 및 상기 산출된 바이트 당 비트 값 1의 평균 확률 중 상기 바이트 당 비트 값 1이 0개를 가지는 평균 확률을 도출하여 히스토그램을 생성하고, 상기 생성된 히스토그램에 임계값에 따른 마스킹(masking)을 수행하여 움직임이 있는 프레임을 검출하는 제어부를 포함하는 것을 특징으로 하는 동영상 압축 비트스트림 기반의 움직임 검출 장치이다.
