The present invention relates to a system and a method of selecting a priority for a project reflecting social values, wherein, upon selecting and estimating a research and development project, estimation indexes for social values are weighted and reflected in advance according to a type of the project in an aspect of a public feasibility as well as an economic feasibility, so that the public feasibility can be reflected in accordance with nature of the project. The system of selecting the priority for the project reflecting social values according to the present invention includes: a score calculation unit for calculating scores for at least one estimation index set for each of the estimated sections on economic feasibility and public feasibility, with respect to the project subject to estimation; and a ranking decision unit for determining the priority of the project subject to estimation, based on the score for each estimated section calculated by the score calculation unit, wherein the score calculation unit calculates scores for at least one estimation index set for expected return and at least one estimation index set for risk, as the estimated section on the economic feasibility, and calculates scores for the at least one estimation index set for social values, as the estimated section of the public feasibility. 본 발명은 R&D 기획과제를 선정 평가함에 있어서 사전 경제성 이외에 공공성의 측면으로 사회적 가치에 대한 평가지표를 과제 종류에 따라 가중치를 부여하여 반영함으로써 공공성이 과제의 성격에 부합하게 반영될 수 있도록 하는 사회적 가치를 반영한 기획과제 우선순위 선정 시스템 및 방법에 대한 것으로서, 본 발명에 따른 사회적 가치를 반영한 기획과제 우선순위 선정 시스템은, 평가 대상 기획과제에 대하여, 경제성 및 공공성의 평가 부문에 각기 설정된 하나 이상의 평가지표에 대하여 각기 점수를 산출하는 점수 산출부, 그리고 상기 점수 산출부에 의해 산출된 상기 각 평가 부문별 점수를 기반으로 상기 평가 대상 기획과제의 우선순위를 결정하는 순위 결정부를 포함하고, 상기 점수 산출부가, 상기 경제성의 평가 부문으로 기대성과(Return)에 대해 설정된 하나 이상의 평가지표 및 위험성(Risk)에 대해 설정된 하나 이상의 평가지표에 대하여 점수를 산출하고, 상기 공공성의 평가 부문으로 사회적 가치에 대해 설정된 하나 이상의 평가지표에 대하여 점수를 산출하는 것을 특징으로 한다.
