Disclosed in the present invention is a high-internal phase low-viscosity eye makeup composition comprising 20-60 wt% of an internal phase with respect to the total weight of the composition, wherein the internal phase comprises: a wax portion including 10 wt% or more of carnauba wax with respect to the total weight of the composition; and an emulsifier portion including a first fatty acid ether-based emulsifier, a second fatty acid ether-based emulsifier, and a PEG-silicone-based emulsifier. In particular, the eye makeup composition according to the present invention contains the wax present in the internal phase in a high content, and thus can provide excellent setting effect (curl-retaining strength) and volumizing effect; and despite a high wax content, is formed as a low-viscosity composition of 10,000-100,000 cps, and thus can be neatly applied without clumping. 본 발명은 조성물 전체 중량 대비 10 중량% 이상의 카나우바 왁스(carnuba wax)를 포함하는 왁스부; 및 제1 지방산 에테르계 유화제, 제2 지방산 에테르계 유화제 및 PEG-실리콘계 유화제를 포함하는 유화제부;를 포함하는 내상을 조성물 전체 중량 대비 20 내지 60 중량%로 함유하는 고내상 저점도 아이메이크업 조성물을 개시한다. 구체적으로, 본 발명에 따른 아이메이크업 조성물은 내상에 존재하는 왁스를 고함량으로 함유하여 우수한 세팅 효과(컬링 유지력) 및 볼륨 효과를 나타낼 수 있으며, 고함량의 왁스를 함유하면서도 10,000~100,000cps의 저점도 조성물로 형성되어 뭉침 없이 깔끔하게 도포될 수 있다.
