The present invention relates to a composition for forming an optical film, an optical film, and a polarizing plate which improve adhesion between an anti-glare layer and a light-transmitting substrate film and enable the anti-glare layer and the light-transmitting substrate film to exhibit excellent optical properties such as appropriate haze, low glossiness, excellent anti-glare properties and others. The composition for forming an optical film according to the present invention, as a resin composition for forming an optical film, which is for forming an infiltration layer and anti-glare layer with surface irregularities on the light-transmitting substrate film, comprises: a binder-forming compound including a multifunctional (meth)acrylate-based compound having three or more functional groups and a permeable compound having a hydrophilic functional group and a photocurable functional group; two types or more of light-transmissive fine particles having a sub-micron (sub-μm) scale; and a permeable solvent capable of dissolving at least a portion of the light-transmitting substrate film, wherein the composition has a weight ratio of the binder-forming compound to the permeable solvent of 1:0.04 or more. 본 발명은 방현층 및 광투과성 기재 필름 간의 부착성을 향상시키고, 상기 방현층 및 광학 필름이 적절한 헤이즈, 낮은 광택도 및 우수한 방현 특성 등 뛰어난 광학 특성을 나타낼 수 있게 하는 광학 필름 형성용 조성물, 광학 필름 및 편광판에 관한 것이다. 상기 광학 필름 형성용 조성물은 광투과성 기재 필름 상에 침식층 및 표면 요철을 갖는 방현층을 형성하기 위한 광학 필름 형성용 수지 조성물로서, 3관능 이상의 다관능 (메트)아크릴레이트계 화합물과, 친수성 작용기 및 광경화성 작용기를 갖는 침투성 화합물을 포함하는 바인더 형성용 화합물; 서브-미크론(sub-㎛) 스케일을 갖는 2종 이상의 투광성 미립자; 및 상기 광투과성 기재 필름의 적어도 일부를 녹일 수 있는 침투성 용매를 포함하고, 상기 바인더 형성용 화합물 : 침투성 용매는 1 : 0.04 이상의 중량비를 갖는 것이다.
