The present disclosure relates to a method and apparatus for collecting and reporting cell measurement information in a mobile communication system. According to an embodiment of the present invention, a method for collecting and reporting cell measurement information in a mobile communication system comprises the steps of: transmitting user equipment (UE) capability information including UE indication that a minimization of drive test (MDT) operation can be performed to a first base station; receiving first MDT configuration information from the first base station; collecting first MDT measurement information based on the first MDT configuration information and transmitting the first MDT measurement information to the first base station; receiving second MDT configuration information from a second base station in a system different from the first base station; and collecting second MDT measurement information based on the second MDT configuration information and transmitting the second MDT measurement information to the second base station. 본 개시는 이동통신 시스템에서 셀 측정 정보를 수집하고 보고하는 방법 및 장치에 관한 것으로, 일 실시예에 따른 이동통신 시스템에서 단말의 셀 측정 정보를 수집하고 보고하는 방법은, MDT 동작을 수행할 수 있다는 지시 정보를 포함하는 단말 능력 정보(UE capability)를 제1 기지국으로 전송하는 단계, 상기 제1 기지국으로부터 제1 MDT 설정 정보를 수신하는 단계, 상기 제1 MDT 설정 정보를 기초로 제1 MDT 측정 정보를 수집하여, 상기 제1 기지국으로 전송하는 단계, 상기 제1 기지국과 다른 시스템의 제2 기지국으로부터 제2 MDT 설정 정보를 수신하는 단계 및 상기 제2 MDT 설정 정보를 기초로 제2 MDT 측정 정보를 수집하여, 상기 제2 기지국으로 전송하는 단계를 포함한다.
