Specifically, the present invention relates to a local high-temperature combustion chamber and a cement calcination facility comprising the same, wherein the local high-temperature combustion chamber is connected to at least one of a calcination furnace of a preheater system and a raw material injection chamber of a rotary kiln to gasify an organic waste and fuels using the same as a raw material by combustion and pyrolysis of the organic waste and fuels, and by using a high-temperature gas generated at this time in a preheating process and a firing process of cement raw materials, the local high-temperature combustion chamber can save fuel costs. 본 발명은 국소 고온 연소 챔버 및 이를 포함하는 시멘트 소성 설비에 관한 것으로, 구체적으로는 예열기 시스템의 하소로와 회전형 가마의 원료 주입 챔버 중 적어도 어느 하나에 연결되어 유기 폐기물 및 이를 원료로 하는 연료를 연소 및 열분해하여 가스화하고, 이때 발생된 고온의 가스를 시멘트 원료의 예열 공정 및 소성 공정에 이용함으로써, 연료비용을 절약할 수 있는 국소 고온 연소 챔버 및 이를 포함하는 시멘트 소성 설비에 관한 것이다.
