Provided in the present invention is a treatment liquid conversion device, which can prevent a rotating motion of a drainpipe from being deterred, and can prevent the surroundings of the device from being contaminated by a treatment liquid. To this end, the present invention comprises: a discharge pipe (2) which discharges an abradant (K) from a discharge hole (23) of a front end (22); a drainpipe (10) in which the front end (22) of the discharge pipe (2) is inserted through a first interval (S1) in a circumferential direction into one end (31) thereof, and an outlet (46) is formed at the other end (42) thereof, and which is rotatable by taking an axial direction (O) of the discharge pipe (2) as the center of rotation; and a liquid accommodating pipe (5) of which one end (51) is provided with an accommodating hole (55) into which the other end (42) of the drainpipe (10) is inserted through a second interval (S2) in a circumferential direction and which is maintained to be coaxial to the discharge pipe (2), and the other end (52) is provided with a first separation hole (56a) and a second separation hole (56b). Here, the outlet (46) is set at a position in which an opening center (O1) is offset with respect to an axial direction (O) of an induction pipe (4).
