Provided are a circular polarizing plate which is a thin and broadband circular and a display device having the circular polarizing plate. The circular polarizing plate has a substrate, a retardation layer, and a polarization layer, and has the birefringence Δn (λ) with respect to light of a wavelength of λ nm of the retardation layer satisfying expressions (1) Δ n (450) / Δ n (550) <= 1.00, and (2) 1.00 <= Δ n (650) / Δ n (550). The retardation layer and the polarization layer are a coating layer together, and the sum of the thicknesses of the retardation layer and the polarization layer is 10 μm or less.
