This application discloses a network element selection method and apparatus. The method includes: receiving, by a first network element in a first communications system, a first message sent by a terminal device; and in response to the first message, determining, by the first network element in the first communications system, a target session management function network element based on first subscription information and second subscription information. According to the method, a terminal device that supports a 4G system and a 5G system and that has no interworking requirement can properly select a network element.
