A color conversion panel according to an embodiment of the present invention can reduce manufacturing costs by reducing the number of masks used during manufacturing processes, and includes a color base substrate including a first transmission region, a second transmission region, and a third transmission region; a light blocking layer disposed on the color base substrate and defining the first transmission region, the second transmission region, and the third transmission region; a first color filter disposed in the first transmission region and the second transmission region; a first color conversion layer disposed in the first transmission region on the first color filter; a second color conversion layer disposed in the second transmission region on the first color filter; and a second color filter disposed in the first transmission region, the second transmission region, and the third transmission region.
