The present invention relates to a display control device and a display device having the same. According to an embodiment of the present invention, the display control device for controlling the display device installed on a fixed form outdoors includes: a sensing unit which detects an external object; an interface unit which receives data from an external device; and a control unit which recognizes the external object based on a signal sensed by the sensing unit and controls to output content corresponding to the recognized external object. The control unit: controls content to be outputted when an external object approaches within an object recognition area; and controls the output of the content to end when the external object is outside the object recognition area. By the above, the present invention is able to provide content suitable for a recognized external object. 본 발명은 디스플레이 제어 장치 및 이를 구비하는 디스플레이 장치이다. 본 발명의 실시예에 따른 디스플레이 제어 장치는, 옥외에 고정형으로 설치되는 디스플레이 장치를 제어하기 위한 디스플레이 제어 장치로서, 외부 대상을 감지하기 위한 센싱부와, 외부 장치로부터 데이터를 수신하는 인터페이스부와, 센싱부에서 센싱된 신호에 기초하여 외부 대상을 인식하고, 인식된 외부 대상에 대응하는 컨텐츠를 출력하도록 제어하는 제어부를 포함하며, 제어부는, 외부 대상이, 대상 인식 영역 이내로 접근하는 경우, 컨텐츠를 출력하도록 제어하고, 대상 인식 영역을 벗어나는 경우, 컨텐츠의 출력을 종료하도록 제어한다. 이에 의해, 인식된 외부 대상에 적합한 컨텐츠를 제공할 수 있게 된다.
