Provided is a stable water treatment agent composition which comprises a bromine oxidizer and a sulfamic acid compound and has a freezing point lower than a theoretical freezing temperature. The water treatment agent composition comprises: water; 1 to 16.5 mass% of the bromine oxidizer as an effective bromine concentration with respect to the total amount of the water treatment agent composition; the sulfamic acid in an amount equivalent to 0.7 to 2.0 times the molar quantity of the bromine oxidizer; and an alkali including at least one of sodium hydroxide and potassium hydroxide. The water treatment agent composition has a pH of 12.5 or more and has a concentration of moisture with respect to the total amount of the water treatment agent composition of 54 mass% or more.
