The present invention relates to a bi-continuous microemulsion composition and a cosmetic material thereof. According to the present invention, the bi-continuous microemulsion composition comprises (A) polyglycerin group-containing organo(poly)siloxane represented by formula (1), (B) an emulsifier, and (C) water. In the formula, R^1 is independently an alkyl or phenyl group having 1 to 10 carbon atoms, R^2 is a group having a structure represented by formula (2) or (3), R^3 is independently R^1 or R^2, a is 0 to 6, b is 0 to 4, a+b is 0 to 10 (if b is 0, one or more R^3 are R^2), R^4 is an alkylene group having 2 to 10 carbon atoms or an aralkylene group having 7 to 10 carbon atoms, c is 0 to 10, and d is 2 to 6. Accordingly, provided are a transparent bi-continuous microemulsion composition which does not require an anionic or cationic surfactant, water-soluble alcohol, and the like, and a cosmetic material with excellent texture. 본 발명은, (A)하기 일반식(1)로 표시되는 폴리글리세린기함유 오가노(폴리)실록산[식 중, R은 서로 독립적으로, 탄소수 1~10의 알킬기, 또는 페닐기이며, R는, 하기 식(2) 또는 하기 식(3)으로 표시되는 구조를 갖는 기이며, R은 서로 독립적으로, R또는 R이며, a는 0~6이며, b는 0~4이며, a+b는 0~10이다.(단, b가 0일 때는 R의 1개 이상이 R이다.)](식 중, R는 탄소수 2~10의 알킬렌기 또는 탄소수 7~10의 아랄킬렌기이며, c는 0~10, d는 2~6이다), (B)유제, 및 (C)물로 이루어진 것을 특징으로 하는 양연속형 마이크로에멀전 조성물이다. 이에 따라, 음이온계나 양이온계의 계면활성제, 수용성 알코올 등을 필요로 하지 않는 투명한 양연속형 마이크로에멀전 조성물, 및, 사용감이 우수한 화장료를 제공한다.
