스풀(5)의 외주면에는 축방향으로 사전에 결정된 길이를 가지고 내주측으로 오목한 홈(25)이 존재하고, 홈(25) 중, 축방향 일단을 포함하는 축방향 일측의 범위는 축방향 일측일수록 홈바닥(25a)이 외주측으로 솟아오르도록 경사지고, 또한, 상기 홈(25) 중, 축방향 타단을 포함하는 축방향 타측의 범위는 축방향 타측일수록 홈바닥(25a)이 외주측으로 솟아오르도록 경사지고, 또한, 상기 홈(25)의 축방향 타단은 슬라이딩접촉부(19A)에 존재하고, 입력포트(12)의 개구(12a)의 축방향 일단과 홈의 축방향 타단의 위치가 축방향에 관하여 일치하는 임계상태를 상정하면, 이 임계상태에서는 홈바닥(25a)의 축방향 일단에서의 축방향에 대한 경사와 같은 경사로 홈바닥(25a)의 축방향 일단으로부터 원주방향으로 방향을 바꾸지 않고 축방향 또한 외주측으로 직선(L1)을 연장하면, 이 직선(L1)은 출력포트(13)의 개구(13a)를 지나서 출력포트(13)의 벽면에 충돌한다.
