Summary:The present invention relates to a binder composition as a replacement for cement and, more specifically, to a binder composition, which uses bottom ash discharged from a circulating fluidized bed boiler and solid fuel ash as a stimulant in water-granulated blast furnace slag powder to promote activity of the water-granulated blast furnace slag powder so as to replace type 1 normal cement most widely used in a building construction or minimize the usage thereof. According to the present invention, the binder composition as a replacement for cement comprises: 5 to 700 parts by weight of bottom ash, which is discharged from a lower part of an in-furnace desulfurizing circulating fluidized bed boiler, the content of CaO is 15 to 70 wt%, and the content of SO_3 is 3 to 30 wt%; and 5 to 500 parts by weight of solid fuel ash based on 100 parts by weight of the water-granulated blast furnace slag powder. 본 발명은 시멘트 대체용 결합재 조성물에 관한 것으로서, 보다 상세하게는 고로수쇄 슬래그 미분말에 순환 유동층 보일러에서 배출되는 바텀애시 및 고형연료 연소재를 자극제로 활용하여 고로수쇄 슬래그 미분말의 활성도를 증진시킴으로써 건설공사에서 가장 널리 사용되는 1종 보통시멘트를 대체하거나 사용량을 최소화할 수 있는 결합재 조성물에 관한 것이다. 본 발명에 의한 시멘트 대체용 결합재 조성물은 고로수쇄 슬래그 미분말 100중량부에 대하여, 로내 탈황방식 순환 유동층 보일러(Circulating Fludized Bed Combustion)의 하부에서 배출되며 CaO 함량이 15~70중량%이고 SO함량이 3~30중량%인 바텀애시 5~700중량부와, 고형연료 연소재 5~500중량부를 포함한다.
