The present invention relates to a term dictionary constructing apparatus and a computer-readable storage medium storing a program in which a constructing method is implemented. The term dictionary constructing apparatus according to an embodiment of the present invention includes a pattern storage unit for storing a first definition statement pattern, a technical document collecting unit for collecting a technical document through a network, a definition statement extracting unit for extracting text data from the collected technical document and extracting a first definition statement corresponding to the first definition statement pattern from the extracted text data, a new term extracting unit for extracting a first term corresponding to a subject of the first definition statement, a term dictionary storing unit for storing the first term and the first definition statement, and a pattern learning unit for learning the definition statement pattern through the collected technical document, sensing a second definition statement pattern corresponding to a learning result, and storing the second definition statement pattern in the pattern storage unit.
