The present invention relates to a whitening and moisturizing functional composition comprising a fermentation material of a natural mixture, wherein the composition contains a lactic acid fermented product of a mixture of Cimicifuga heracleifolia, Fraxinus rhynchophylla, Gardenia jasminoides and Rhus chinensis as an active ingredient, and the mixture contains, based on the weight of the Rhus chinensis, 2 to 4 wt% of the Cimicifuga heracleifolia, 1.5 to 3.5 wt% of the Fraxinus rhynchophylla, 1 to 3 wt% of the Gardenia jasminoides and 0.5 to 2.5 wt% of the Rhus chinensis. 본 발명은 천연 혼합물의 발효물질을 포함하여 미백 및 보습 효과를 갖는 조성물에 관한 것으로서, 승마, 진피, 감초, 치자 및 오배자 혼합물의 유산균 발효물을 유효성분으로 포함하며, 혼합물은 오배자의 중량에 대하여, 승마를 2∼4, 진피를 1.5∼3.5, 감초를 1∼3, 치자를 0.5∼2.5의 중량비로 포함할 수 있다.
