An embodiment of the present invention relates to a light emitting element, a manufacturing method thereof, a light emitting device and a lighting device. The present invention provides the light emitting device which can solve problems that emitted light is absorbed by a package and a light flux is lowered, when the light emitting element is mounted on the package and is emitted, and the lighting device including the same. According to an embodiment of the present invention, the light emitting device comprises: a package body; a package electrode located on the package body; the light emitting element located on the package electrode; and an insulating reflective layer located on the package body. The insulating reflective layer can be located on a side surface and a part of an upper surface of the package electrode. 실시예는 발광소자, 발광소자의 제조방법, 발광 장치 및 조명장치에 관한 것이다. 실시예에 따른 발광 장치는 패키지 몸체; 상기 패키지 몸체 상에 배치되는 패키지 전극; 상기 패키지 전극 상에 배치되는 발광 소자; 및 상기 패키지 몸체 상에 배치되는 절연성 반사층;을 포함할 수 있다. 상기 절연성 반사층은, 상기 패키지 전극의 측면 및 상면 일부에 배치될 수 있다.
