The present invention relates to an apparatus and a method for determining a complex situation, which apply image analysis to a determination of an area approach and an abnormal situation, and enhance the reliability for recognition of a specific situation by combining a sound source analysis after an initial situation, thereby easily dealing with an emergency situation. The apparatus comprises: an image photographing unit for collecting surrounding image information photographed through a camera; a sound source detection unit for collecting surrounding sound source information detected through a microphone; an image processing unit for recognizing whether an image emergency situation through pattern analysis and shape analysis by inputting the image information collected by the image photographing unit; a sound source processing unit for recognizing a sound source emergency situation through noise removal and sound source recognition by inputting the sound source information collected by the sound source detection unit; a composite analysis unit for determining, as any one of warning, attention, and confirmation, the image emergency situation recognized by the image processing unit and the sound source emergency situation recognized by the sound source processing unit on the basis of a composite emergency situation, which is recognized by using composite association analysis combined according to time; a sound source output unit for outputting a sound source for informing about the emergency situation corresponding to any one of warning, attention, and confirmation to the surroundings on the basis of a result determined by the composite analysis unit; and a communications unit for transmitting a result determined by the composite analysis unit to a safety control server connected through a wired/wireless network. 본 발명은 영역 접근과 비정상 상황의 판별에 영상 분석을 적용하고, 초기 상황 이후 음원 분석과 결합하여 특정 상황을 인식에 대한 신뢰성을 높여 위급상황에 대한 대처를 용이하게 수행할 수 있는 복합 상황 판별 장치 및 방법을 제공하기 위한 것으로서, 카메라를 통해 촬영되는 주변 영상 정보를 수집하는 영상 촬영부와, 마이크를 통해 탐지되는 주변 음원 정보를 수집하는 음원 검출부와, 상기 영상 촬영부에서 수집된 영상 정보를 입력으로 패턴 분석 및 형태 분석을 통해 영상 위급상황 여부를 인식하는 영상 처리부와, 상기 음원 검출부에서 수집된 음원 정보를 입력으로 잡음 제거 및 음원 인식을 통해 음원 위급상황 여부를 인식하는 음원 처리부와, 상기 영상 처리부에서 인식된 영상 위급상황 여부 및 상기 음원 처리부에서 인식된 음원 위급상황 여부를 시간별로 결합된 복합적 연계 분석을 통해 인식된 복합적 위급상황 여부를 근거로 경고/주의/확정 중 어느 하나로 판정하는 복합 분석부와, 상기 복합 분석부에서 판정된 결과를 기반으로 경고/주의/확정 중 어느 하나에 해당되는 위급상황을 주변에 알리기 위한 음원을 출력하는 음원 출력부와, 상기 복합 분석부에서 판정된 결과를 유무선 네트워크를 통해 연결되어 있는 안전 통제 서버로 전송하는 통신부를 포함하여 구성되는데 있다.
