네트워크와의 사이의 ISR(Idle mode Signalling Reduction) 상태의 불일치의 발생을 사전에 방지할 수 있는 무선 액세스 방식 및 휴대 단말 장치를 제공한다. 복수의 무선 액세스 기술의 통신 방식으로 통신 가능한 휴대 단말 장치(1)와 네트워크(2)와의 사이에서 ISR을 유효로 함으로써, 휴대 단말 장치(1)가, 복수의 무선 액세스 기술과의 사이에서 일정한 시간이 경과할 때마다 위치 등록 처리를 행하고, 이미 위치 등록된 무선 액세스 기술 간에서는, 휴대 단말 장치(1)를, 새로운 위치 등록 처리를 행하지 않고 이동 가능하게 한다. 이때, 휴대 단말 장치(1)와 네트워크(2)와의 사이에서 ISR의 유효 또는 무효의 상태가 상이할 가능성이 있는 경우에, 네트워크(2)가 휴대 단말 장치(1)에 ISR의 유효화를 지시해도, 휴대 단말 장치(1)는 그 지시를 무시한다. As a result of ISR being enabled between a portable terminal device (1) and a network (2) which are capable of communicating by using the communication protocols of a plurality of wireless access technologies, the portable terminal device (1) performs position registration processing between the plurality of wireless access technologies and the portable terminal device (1) each time a fixed period of time elapses, and the portable terminal device (1) is able to move between the plurality of wireless access technologies that have already been registered, without conducting new position registration processing. At this time, if there is a possibility of there being a difference in ISR states (activated or not activated) between the portable terminal device (1) and the network (2), the portable terminal device (1) ignores any instructions issued by the network (2) for ISR to be enabled in the portable terminal device (1).
