A semiconductor device and a manufacturing method thereof are provided. The semiconductor device comprises: a substrate; a first active pin to a fourth active pin which are formed on the substrate, extend in a first direction, and are formed to be separated in a second direction intersecting with the first direction; a first gate electrode which extends in the second direction, is formed on the first active pin to be overlapped with the first active pin, and is formed not to be overlapped with the second active pin to the fourth active pin; a second gate electrode which extends in the second direction, is formed on the second and third active pins to be overlapped with the second and third active pins, and is formed not to be overlapped with the first and fourth active pins; a third gate electrode which extends in the second direction, is separated from the first and second gate electrodes in the first direction, and is formed to be overlapped with the first to fourth active pins; and a first contact which is formed on the first gate electrode, and is connected to a first word line; and a second contact which is formed on the second gate electrode, and is connected to a second word line different from the first word line. The third active pin is formed between the first and second active pins and the fourth active pin. Lengths of the first and second active pins in the first direction are larger than the lengths of the third and fourth active pins in the first direction.
