The present invention relates to a cosmetic composition having skin anti-aging effects. More specifically, the present invention provides a cosmetic composition for preventing or alleviating skin aging, comprising, as an effective component, a culture fluid which is prepared by culturing stem cells under low oxygen conditions in a serum-free medium composition that contains a base medium and a cell-activating agent, and does not contain animal-derived serum, and then removing the cultured stem cells therefrom. Since the stem cell culture fluid using a serum-free medium of the present invention has the effects of suppressing elastase activity and MMP-1 activity while increasing collagen synthesis, the composition of the present invention comprising this culture fluid as an effective component can be beneficially used as a material for functional cosmetics for improving skin firmness and reducing skin wrinkles without causing skin irritation. 본 발명은 피부 항노화 효과를 나타내는 화장료 조성물에 관한 것으로서, 본 발명은 기본 배지와 세포활성화제를 포함하고 동물 유래의 혈청을 포함하지 않는 무혈청 배지 조성물을 이용하여, 저산소 조건에서 줄기세포를 배양한 후, 배양된 줄기세포를 제거한 배양액을 유효성분으로 함유하는, 피부 노화의 방지 또는 개선을 위한 화장료 조성물을 제공한다. 본 발명의 무혈청 배지를 이용한 줄기세포의 배양액은 엘라스타아제의 활성과 MMP-1의 활성을 억제하는 효과가 있고, 콜라겐의 합성을 향상시키는 효과가 있는바, 이를 유효성분으로 포함하는 본 발명의 조성물은 피부에 자극을 일으키지 않는 피부 탄력 및 주름 개선을 위한 기능성 화장품의 소재로 유용하게 사용될 수 있다.
