The present invention provides a ballast water treatment device, capable of reducing a burden applied to a filter of a filtering device and, also, properly filtering ballast water. According to the present invention, the ballast water treatment device includes: the filtering device filtering ballast water flowing inside from the outside of a system; an ultraviolet ray radiating unit sterilizing microorganism contained in the ballast water filtered, by using ultraviolet rays; a penetration ratio measuring unit measuring a penetration ratio of light in the ballast water; and a control unit controlling a flow rate of the ballast water distributed to the filtering device. The penetration ratio measuring unit measures the penetration ratio in multiple wavelength ranges including a first wavelength and a second wavelength in the ballast water.
