The present invention relates to an apparatus and a method to diagnose a cooling system, capable of simply and correctly diagnosing cooling performance. According to one embodiment of the present invention, an apparatus to control a cooling system by using cold water to cool a load comprises: a communication unit to receive a first flowrate information measured in a first flowrate sensor to measure a flowrate of cold water circulating between a freezer and the load, first temperature information measured in a first temperature sensor to measure the temperature of the cold water flowing to the load from the freezer, and second temperature information measured in a second temperature sensor to measure the temperature of the cold water flowing to the freezer from the load; a processing unit using the first flowrate information and the first and second temperature information to calculate a cooling capacity of the cooling system; and an output unit to output the calculated cooling capacity of the cooling system. 일 실시예의 일 측면에 따르면, 냉수를 이용하여 로드를 냉각시키는 냉각 시스템을 제어하는 장치에 있어서, 냉동기와 상기 로드 사이를 순환하는 냉수의 유량을 측정하는 제1 유량 센서에서 측정된 제1 유량 정보, 상기 냉동기로부터 상기 로드로 흘러가는 냉수의 온도를 측정하는 제1 온도 센서에서 측정된 제1 온도 정보, 및 상기 로드로부터 상기 냉동기로 흘러가는 냉수의 온도를 측정하는 제2 온도 센서에서 측정된 제2 온도 정보를 수신하는 통신부; 상기 제1 유량 정보, 상기 제1 온도 정보, 및 상기 제2 온도 정보를 이용하여 상기 냉각 시스템의 냉각 능력을 산출하는 처리부; 및 상기 산출된 냉각 시스템의 냉각 능력을 출력하는 출력부를 포함하는 냉각 시스템 진단 장치가 제공된다.
