Summary: | The present invention relates to a method for manufacturing an oxidative dehydrogenation catalyst which comprises the following steps: mixing an aqueous solution containing a surfactant and an aqueous magnesium oxide precursor solution to form a magnesium oxide carrier; and adding the magnesium oxide carrier to an aqueous vanadium oxide precursor solution. The manufactured oxidative dehydrogenation catalyst is used as a catalyst of propane oxidative dehydrogenation (PODH), for improving catalytic activity.
