The manufactured oxidative dehydrogenation catalyst is used as a catalyst of propane oxidative dehydrogenation (PODH), for improving catalytic activity. 본 발명은 계면활성제를 포함하는 수용액과 산화 마그네슘 전구체 수용액을 혼합하여 산화 마그네슘 담체를 형성하는 단계; 및 상기 산화 마그네슘 담체를 산화 바나듐 전구체 수용액에 첨가하는 단계를 포함하는 산화 탈수소 촉매의 제조방법에 대한 것이다.
