A user authentication system and a user authentication method are provided. The user authentication system according to the present invention includes a security card which stores data information composed of a fixed block value and a plurality of detailed block values and includes an NFC function, a security management module which encrypts a first detailed block value among the plurality of detailed blocks and adds the encrypted block value to the security card according to whether the security card is valid by reading the security card, a mobile device which can use the function of a smart application through the security card according to whether the security card is valid, and a main management server which receives a validity determination result of the security card from the mobile device and the security management module and manages security card information according to the determination result.
