According to the present invention, the cooling and heating system for a vehicle using thermoelectric device, a heat exchanger, and refrigerant comprises: a first line where first fluid circulates a thermoelectric device, a heat exchanger, and an indoor heat exchanger; a second line where second fluid circulates the thermoelectric device, the heat exchanger, and a heat dissipation device; and a refrigerant line where a refrigerant circulates an outdoor heat exchanger, a compressor, and an indoor condenser. 열전소자 열교환기와 냉매를 이용한 차량용 냉난방 시스템이 개시된다. 본 발명에 의한 열전소자 열교환기와 냉매를 이용한 차량용 냉난방 시스템은 제1유체가 열전소자 열교환기와 실내열교환기를 순환하도록 구성된 제1라인과, 제2유체가 상기 열전소자 열교환기와 방열기를 순환하도록 구성된 제2라인과, 냉매가 실외열교환기, 콤프레서, 실내콘덴서를 순환하도록 구성된 냉매라인을 포함한다.
