To solve a problem that a terminal cannot perform data communication through a network from the time point when the terminal receives a handover command (HO command) message from a base station, which controls a source cell to the time point when a base station which controls a target cell receives a handover complete (HO complete) message, the terminal transmits a handover command message to the base station which controls a source cell, and then the base station which controls a source cell transmits information whether the terminal supports a data transmission downtime reduction function, to the base station which controls a target cell, the terminal continuously performs the data transmission and reception with respect to the base station which controls a source cell, the terminal completes a random access procedure with respect to the base station which controls a target cell, and then the base station which controls a source cell transfers an additional sequence number status transfer message to the base station which controls a target cell. 단말이 소스 셀을 제어하는 기지국으로부터 핸드오버 명령(HO command) 메시지를 수신하는 시점으로부터 타겟 셀을 제어하는 기지국으로 핸드오버 완료 (HO complete) 메시지를 수신하는 시점에 이르기까지 단말이 네트워크로부터 데이터 통신을 수행하지 못한다는 문제점을 해결하기 위해 단말은 핸드오버 명령 메시지를 소스 셀을 제어하는 기지국으로 전송한 후 소스 셀을 제어하는 기지국은 단말이 데이터 전송 중단 시간 감소 기능을 지원하는지 여부를 타겟 셀을 제어하는 기지국으로 전송하고, 단말은 소스 셀을 제어하는 기지국과 데이터 송수신을 계속하여 수행하며, 단말이 타겟 셀을 제어하는 기지국과 임의 접속(random access) 절차를 완료한 후 소스 셀을 제어하는 기지국이 타겟 셀을 제어하는 기지국으로 추가적인 시퀀스 번호 상태 전달(additional sequence number status transfer) 메시지를 전달한다.
