The present invention relates to a decorative member capable of precisely forming a design on the uneven surface of a transparent resin layer, and to a manufacturing method thereof. A decorative member comprises: a transparent resin layer having a general portion, a stepped portion provided concavely or protruding from the general portion and an inclined portion provided between the stepped portion and the general portion; and a decorative layer provided on the back surface, wherein the inclination angle of the inclined portion with respect to a normal line of the general portion is more than or equal to 25 degrees and less than or equal to 40 degrees, and the width of the inclined portion is more than 0.38 mm but less than or equal to 1 mm.
