In order to prevent illegal copying and forgery of contents created by a copyright owner or a developer, a security package is created through mutual communication between the common platform and a marketplace. Only an authenticated user can use the contents in the process of extracting and loading the security package. The package creating and loading system includes a package manufacturing tool part, an encryption part, a package transmission part, a package decoding part, a package file extracting part, and a package file loading part. 본 발명은 공통 플랫폼을 기반으로 한 통합개발환경에서 제작되는 이트레이닝 콘텐츠를 사용하기 위한 패키지 생성 및 로딩 시스템으로서, 저작권자 또는 개발자로부터 만들어진 콘텐츠에 대한 불법 복제, 위변조를 방지할 수 있도록 공통 플랫폼과 마켓플레이스 간의 상호 통신을 통한 보안 패키지를 생성하고, 상기 보안 패키지의 추출과 로딩 과정에서 인증된 사용자만이 콘텐츠를 이용할 수 있도록 하는 점에 특징이 있다.
