Disclosed are a public transportation fee settling system including a distributed server, a central server and a settling terminal, and an operating method thereof. Provided is a method for operating a distributed server, which includes the steps of: searching another distributed server which can communicate with the central server, based on a result obtained by monitoring whether failures occur on a communication network between the distributed server and the central server; and performing communication with the central server using the searched another distributed server.
