The present invention relates to a technology for a sensor network, machine to machine (M2M) communication, machine type communication (MTC), and Internet of things (IoT). The present invention can be used in an intelligent service based on the technology wherein the intelligent service is a smart home, a smart building, a smart city, a smart car, or a connected car, healthcare, digital education, a retail business, a security and safety related service and the like.
