Summary:An image forming apparatus includes: an image carrying member; a developer carrying member; a conductive regulating member; and a bias applying part for applying a bias which has a polarity same as a polarity of the developer on a surface of the developer carrying member, to the regulating member during at least a developing operation. After a developer image is transferred, the developer remaining on the surface of the image carrying member is recycled by the developer carrying member. At a timing when the developer carrying member is driven in a period other than the developing operation, a potential difference between the regulating member and the developer carrying member becomes zero, or a voltage different from a voltage applied to the developer carrying member toward a side of a polarity opposite to the polarity of the developer is applied to the regulating member. 화상형성장치는, 상 담지체; 현상제 담지체; 도전성의 규제 부재; 및 적어도 현상 동작시에, 상기 현상제 담지체의 표면의 현상제의 극성과 같은 극성의 바이어스를 상기 규제 부재에 인가하는 바이어스 인가부를 구비한다. 현상제 상이 전사된 후에 상기 상 담지체의 표면에 잔류한 현상제는, 상기 현상제 담지체에 의해 회수된다. 상기 현상 동작시 이외의 기간에 상기 현상제 담지체가 구동하는 타이밍에, 상기 규제 부재와 상기 현상제 담지체간의 전위차를 제로로 하거나, 또는, 상기 현상제의 극성과 반대의 극성 측을 향해 상기 현상제 담지체에 인가된 전압과는 다른 전압이 상기 규제 부재에 인가된다.
