The mobile terminal is configured in such a way as to comprise: a storage unit; a communication processing unit which communicates with the center device; an operation unit which a user operates to input information; a work information processing unit which stores, in the storage unit, work information created on the basis of the input information; a work information transfer unit which sends the work information to the center device by way of the communication processing unit when a transfer instruction has been input from the operation unit; and a duty-completion processing unit which, when a duty-completion is input from the operation unit, does not send an off-duty signal, indicating that the user is completing his or her duties, if work information that has not been transferred is stored in the storage unit, and sends an off-duty signal to the center device by way of the communication processing unit if work information that has not been transferred is not stored in the storage unit.
