Provided are a level shifter and a display device comprising the same. The level shifter receives an on-input signal and an off-input signal, determines the number of the phases of gate pulse, and generates a control signal according to the determined number; a switching controller which receives the control signal and generates at least one switching signal; and an output buffer which receives the at least one switching signal and generates the level-shifted gate pulse.
