Summary:An apparatus for controlling service continuity in a communications system: measures amount of cell load; and provides a traffic service through device to device (D2D) communications by commanding the D2D communications to a terminal capable of the D2D communications among terminals receiving a traffic service through a base station, when the amount of cell load is greater than or equal to a first threshold value. According to one embodiment of the present invention, the apparatus can provide efficient service continuity when overload occurs in a network. 통신 시스템에서의 서비스 연속성 제어 장치는 셀의 부하량을 측정하고, 셀의 부하량이 제1 임계치 이상이 되면, 기지국을 통해 트래픽 서비스를 제공 받고 있는 단말들 중에서 D2D(device to device) 통신이 가능한 단말로 D2D 통신을 지시함으로써, D2D 통신을 통해 트래픽 서비스를 제공한다.
