According to the present invention, a system for preheating a battery comprises: a temperature measuring unit for measuring the temperature of a battery pack connected to a starter in a vehicle; a battery status examining portion for examining a charge status of each of a plurality of battery modules constituting the battery pack; a control unit for outputting a forced discharge start signal by referencing the temperature measured by the temperature measuring unit, and outputting a balancing start signal by referencing the charge state of each of the battery modules; a forced discharge circuit unit for forcibly discharging a portion of the battery modules from the battery modules according to the forced discharge start signal; and a balancing unit for balancing a charge amount of each of the battery modules according to the balancing start signal. 본 발명에 따른 배터리 예열 시스템은, 차량의 스타터와 연결된 배터리 팩의 온도를 측정하는 온도 측정부; 상기 배터리 팩을 이루는 복수의 배터리 모듈 각각의 충전 상태를 측정하는 배터리 상태 측정부; 상기 온도 측정부에서 측정된 온도를 참조하여 강제 방전 개시신호를 출력하고, 상기 복수의 배터리 모듈 각각의 충전 상태를 참조하여 밸런싱 개시신호를 출력하는 제어부; 상기 강제 방전 개시신호에 따라 상기 복수의 배터리 모듈 중 일부 배터리 모듈을 강제 방전시키는 강제 방전 회로부; 및 상기 밸런싱 개시신호에 따라 상기 배터리 모듈 각각의 충전량을 밸런싱하는 밸런싱부를 포함한다.
